In short, yes, the movie chomps balls. It is largely crap when viewed as a 'movie'. But when looked at from the point of view of an 'extended video clip', DAMN! It's genius!! Hahaha. Indulge me.
It's painfully eighties, every scene involving at least five neon lights and a handful of synths and leg-warmers. The clothes were...um. Different. The sets were....tacky. The acting....sucked. Olivia constantly chooses odd movies (Re: Her 1983 flop a revival of the chemistry between her and 'Grease' co-star John Travolta "Two of a Kind") And the plot...was, to be honest, non-existent (if it was there, well they did a crap job at executing it).
But the music was exquisite! Dancing kinda rocked. The concept of merging the 40's with the 80's was unusual and could have worked better. But, whoever conceived the idea of slapping rollerskating greek muses with Gene Kelly and Olivia Newton-John must have been taking some seriously wacky drugs. I mean, roller skating through a brick wall into an alternate universe where "Zeus" has trapped his muse "Kira".... B.I.Z.A.R.R.E.
All in all a pretty tacky film backed up by a magnificent soundtrack.
Watch it just for amusement. Not for any sort of intellectual stimulation.
